After playing Skyrim I have found that allowing the player to use all skills and still level up was really the best way to go. I like the idea here for major skills and minor skills, where major skills get a bigger boost when you start the game as your 'skill set' but I feel that the game was meant to be more open and free... So if there is such a mod that can take the existing structure and just allow level increasing on non-chosen skills would be much appreciated...
Also, the best level cap removing mod available would be very much appreciated as well.
