Making a robe replacer, need advice

I've done some Morrowind modding, but for some time I've thought about creating something for Oblivion. I've decided to make a robe replacer, starting with the blue mage robe, male version. Instead of just editing the mesh, I wanted to create one from scratch for more freedom.

I've created a basic mesh that looks like a tight nightshirt. It's based on Robert's slender athlete body replacer (because I like it the most). The idea is, that the mesh can be modified and added to, in order to create various robe models. Anyway... I've also looked at the original mage robe in nifskope, and at the body model of course.

I've noticed it is set up a bit differently than in Morrowind; the robe mesh has something that looks like a spread out fan, or puppet threads emerging from the feet area. Those "threads" have skeleton bone names. But the skeleton used by the body looks like a regular human one plus tail.

I've been googling "oblivion modeling tutorial", "oblivion clothes tutorial" etc to see if there's anythin about making oblivion clothes and armor specifically, but it's mainly general modeling and texturing advice and construction set tutorials etc.

Is there anything specific that might be needed to know about creating meshes for Oblivion? I suppose the skeleton and bones, and also mesh parts is what I'm thinking about first and foremost, but if you have other Oblivion-specific advice it might be helpful too.
