This had me confused and a bit frustrated for a while as I wanted to get rid of the Pendelton brothers without killing them. When Slackjaw offered me the deal regarding the safe combination for the disappearance of the Pendelton brothers I wondered how that could possibly happen without creating chaos.

I eventually went through with it, obviously. I just assume(a bit of fanfic here) that he had a couple of guards there secretly in his pocket.
