8+1?

So I found a single mention on a single TV tropes page (not even the main Elder Scrolls page) that the 'arc number' (a recurring number in a series) of Elder Scrolls as a whole is 9, or 8+1. There's a difference, actually.

So as soon as I heard this I suddenly started seeing it everywhere. 9 towers in the city of vivec, 9 towns in cyrodill, 9 provinces in tamriel, 9 dragon priest masks (8+1 because only 8 are being worn by dragon priests when you find them) 9 divines (Talos being the +1, since he is an ascended mortal, not a pure god) there's even subtler things, for example- the highest possible level in Skyrim (without using the 'legendary' system) is 81 and I decided to dig deeper.

8 'Towers' but 9 of the magic stones that give the Towers their power, with one just not inside a tower (so, 8+1). The towers are based on the 'wheel' that the universe is said to be from the outside, so an 8-pronged wheel, and anyone who knows about the wheel knows that the +1 is the wheel viewed from it's side which is what lead to the 'discovery' of the concept of CHIM.

I'm not sure how deep this forum is into the lore, so, if any terms are flying over people's heads that'll probably take a bit to properly explain.

Either way the main thing I just wanted to know is if this is even that well known? The 8+1/9 thing, I mean. I've only seen it mentioned in that one place, I genuinely can't find any other mention, but it seems like kind of a big deal.
