Hello online community!

Im DESPERATE! Ive been on every skyrim wiki and tried every solution but this problem just wont go away.So whats happening is I stole chilrend as well as MERCERS PLANS from his house before getting the pursuit (Quest). So upon finishing the quest Hard Answers Kerliah tells me to go to the ragged flagon and the quest wont start. She instead goes to Snow Viel Sanctum by the door she used to drag me outside after I was Paralyzed. This is very annoying since im a completionist and this really bugs me and makes me want to stop playing for a year and then make a new character. I DONT WANT THIS TO HAPPEN PLEASE HELP!!!!

did you try attacking her and yielding? reload a previous save? or maybe use the CC to reset/restart the quest?
