Weird kind of stuttering, FPS "stuck" just below 60

I have an intermittent problem where the frame rate, for no apparent reason (like I can just be standing there looking at the night sky), will go just below 60 (using vsync) and get "stuck" there for good, at 56 to 59 FPS, and sometimes rapidly oscillate between 56 and 59. Even if I am in an area where I normally get a solid 60 FPS (most areas for me), the FPS will stay between 56 and 59 FPS. No matter where I go or what I do in game, it will never return back to 60 FPS. Fast traveling somewhere else or reloading a save does not stop it. Only quitting to desktop and restarting the game will magically clear it, even if I save when the problem is occurring, upon reloading that save after I've quit to desktop, the problem will not be there. While the FPS is "stuck" below 60, motion will seem very stuttered at a constant rate, kind of like a strobe light effect.

I know what "normal" FPS slow downs and stuttering looks like and this is not it. It almost seems like it might be some video card glitch (have latest drivers) and I swear it seems to get started at specific areas but I have not confirmed that. I can play for days without this problem and them all of sudden it might happen a few times in a session, only to disappear again.

I have had difficulty finding threads about this issue perhaps because I don't know the proper search words for it. Searching "stuttering" gets threads for the usual kinds of stuttering we get in the game. Anyone know of this issue or what it might be called so I can search better?

System info:

- Skyrim with all official and unofficial patches and 200+ mods

- Windows 7/64

- i7 + 16Gb RAM

- GTX 760 w/4Gb and the latest drivers

- VSync enabled (for me the game svcks without vsync, even with an FPS limiter)

- using ENBoost with no graphics mods, just the booster

- run CPU park, FRAPS, and Skyrim Performance Monitor

I do overclock the video card sometimes, but very modestly and I haven't noticed a connection between OCing and the problem.

Well, difficult to say...with 200 mods.

Normally, on a good game setup, 4-5 fps drops, is not a big deal.

Those drops, or even stutter, could be related to an external working background program, or even an update event.

Could there be some kind of thermal issue going on?

Dust, or maybe a fan going out?
