reading a skillbook in my game doesnt give the full level but instead fills the exp bar to 99% - doesnt matter if the skill is lvl15 or 30 or the skillbar was half full or empty before reading.

I checked some stuff in tesEdit already, but the records are looking fine and nothing alters skillbook related stuff. I deactivated slower leveling x3, but that doesnt do it either. Skyppies Skillbook overhaul just adds more skillbooks, doesnt do anything else.

What could be the cause of this?

Does it happen on a new game?

You are missing the Unofficial Patches for Dawnguard and Hearthfires. Maybe also a Bashed Patch would help.
