Headless NPCs spawning : V

I updated some mods recently and since then around 5-10% of random unnamed NPCs are spawning headless, with the associated AI and physics issues these headless spawns have. Since it's only random NPCs, it's not a huge problem as a recycleactor on them respawns them correctly, but there are other odd moments where I can pickpocket them from hundreds of units away and so on.

I thought this may have been cured with a cell reset so I waited for 800 hours in a safe spot. Still happening. Is there something I can do to the save or the game to fix this?

From searching for answers, this may be a load order issue? Sorted as LOOT requests with some minor metadata alterations for Requiem. posting for reference.

Gold mods are disabled or Bashed

Did you update your Bashed Patch after updating the mods? Have you looked at all the sections to make sure you are adding what you need to the patch?

Perhaps some conflict between Improved Closefaced Helmets_Legendary.esp and something else? I suddenly had faceless guards and it turned out to be a conflict between Stormcloaks n Guards with Faces and Skyre (IIRC) when I checked it with TES5Edit. I'd check the afflicted NPCs with all mods loaded in TES5Edit.

Load order updated. Month of tweaking and it is still occurring, though not nearly as frequently. Until today when every inhabitant of Gallows Rock and Uttering Hills Cave was headless and immortal.

There are specific problems with Silver Hand, Bandit, and Vampire Thrall spawns that I'm still trying to track down. They're spawning with nonsensical Editor IDs leading me to think it's a mod uninstallation issue, although I have been careful to keep or save quarantine spawn altering mods, and slept for 745 hours to trigger respawns. It may be nothing to do with closed faced helmets any more as helmetless NPCs are also affected.

There were problems with both the bashed patch and with ICF - leftover bad advice from the STEP guide which was rectified. I just found out today how to use Bash's Mod Checker to find UDRs and ITMs, so a bunch more cleaning done for the loot unknown mods. A new Requiem ICF patch came out a couple of days ago, so I'm trying that now to see if it's resolved.
