Do thalmor justicars carry elen maces regardless of current level? In currently level 8 abd kooking to get 1 asap (xbox)

The Loot from the Justiciars encountered normally is levelled, the first Elven Mace My characters find is usually in the Thalmor Embassy.

I am not sure if it is levelled on an X-Box, but there was an Elven Mace in an upper section of the Maze in Labrynthian. The hard part is getting in with the Frost Trolls in Labrynthian Exterior. I have a Save that is close enough to test.

EDIT It is in Labrynthian on My character, at level 10 on a PC

At lower levels, they're more apt to carry steel weapons, not elven.
