Wasn't Solstheim DLC accessible from Morrowind or am I dreaming?

Morrowind has an expansion called Bloodmoon, and in it you can explore all of Solstheim.

The Skyrim DLC Dragonborn returns to the same island, 200 years after the events of Morrowind.
