Does the Jabbawack work on non-follower NPCs such as Anise or Balbus..etc?

I want to level Balbus up but I met him at low level, i was wondering if i could level him up with jabbawack

I thought the follower leveling bug was fixed.

and yes it should work and i peronally suggest you "level" them up every 20 levels
