Anyone know where the Aspiring Mage encounter could possibly take place? I've reloaded many times various different spawn points but have been getting every other single encounter except for the aspiring mage encounter

Any Random Encounter that can happen at any Spawning Point could be exploited.

Are there any random locations which are more likely to spawn The Aspiring Mage when Im level 15+
