Solitude Can't be entered even though Liberation of Skyrim i

I was a member of the storm cloak rebellion and I completed all quest objectives for "liberation of Skyrim". So, the rebellion is over and we have won but Ulfric and Golmar are back in windhelm and now when I try to go to solitude it says "I must help defend the city with the soldiers before I can enter" and of course there are no soldiers anywhere all though everything is on fire all around (plus why would I help defend the city? This sounds like an imperial objective...). Also, and the most annoying part, is that the battle music is playing non-stop.

I would be happy to just use a console command to clear it up but everything I have tried has failed, the quest is already marked completed down in my journal and even though the quest line was completed for Liberation of Skyrim two of the five objectives were still unchecked and those were to "report to ulfric" and "liberate haffangar (sp?)" One of the troubleshooting steps I tried was to "completeallobjectives CWObj" and this succeeded in checking those boxes but I still continued to have the same problems.

Any advice is appreciated...

I'm experiencing the same problem. Using the SetStage console command on the quests "Battle of Solitude" and "Liberation of Skyrim" didn't help.

Another weird effect is that the Stormcloak map marker of the military camp near Solitude is accompanied by an Imperial one. Almost looks like Skyrim mixes up the sides I fight for. o.O

Do you know of any trick to complete the civil war quest line in a proper way - without loading an old savegame?
