Unresponsive NPC's and intense lag when looting

I have owned Skyrim on the PS3 since day one and never encountered any game breaking glitches/lag/freezes (aside from one instance of messing up the civil war quest line). I have logged over 400 hours and multiple characters and saves. Now, after taking a 6 month hiatus I began to play once more on a fresh character. But I've encountered problems involving; characters (such as Hadvar) not initiating scripted dialogue/movements for 5+ minutes during the tutorial, a game freeze that lasts about 45 seconds to a Minute whenever I try to equip an item or loot a container, and overworld NPC's not talking or moving their lips when interacted with (essentially stopping all quests and shopping). This problem has never happened before now, It can't be a save size issue because the new saves only have 1 or 2MB while usually they average 15-18MB and my largest file (level 211 with all DLC) being 29MB and never encountering lag issues. I have tried re-installing the game and patch, uninstalling DLC, playing with DLC, playing patched, playing unpatched, deleting excess save data (I now have 91GB free space), playing on different users, deleting all files and saves involving Skyrim, physically cleaning/dusting my HDD and dusting the PS3 vents. The only thing that has worked has been playing on a different PS3 all together, but all of my other games besides Skyrim work fine on my PS3. Any further ideas on how to fix this issue would be greatly appreciated!!
