Skyrim 1.9.32.0.8+
Description
Simple Taxes is a very straightforward mod that makes the player pay weekly dues for owning horses and houses. Despite the basic idea, it has a lot of features, most of which come from its huge customizability. You can set the time between tax days, from anywhere to every in-game day or every in-game month. You can change the cost of owning a horse or a house, from 5 gold to 2000, and much, much, more. Plus there's a handy guidebook that's given to you in-game to explain all the features. Simple Tax adds to the immersion of the game immensely, and gives a lore-friendly way of keeping down the massive amount of gold the Dovahkiin tends to collect.
Features
Features Overview
Simple Taxes has all the following features, almost all of which are customizable through its MCM:
Time Between Tax Days
Tax Value for Houses
Tax Value for Horses
Tax Property Enabled for Houses
Tax Property Enabled for Horses
Debt System
Debt System Enabled
Features Details

The guidebook added to your player when the renting begins explains all of the features, but I'll talk about them here too, albeit a bit quicker.

Time Between Rent Days:
A slider in Simple Taxes' MCM will allow you to set the amount of time between each rent day.
Tax Value for Houses:
You can set the value, in gold, each house will be worth. This value is multiplied by the amount of houses you own.
Tax Value for Horses:
You can set the value, in gold, each horse will be worth. This value is multiplied by the amount of horses you own.
Property Tax Enabled for Houses:
You can toggle taxing for houses on and off. When house renting is off, no gold will be deducted on tax days for houses.
Property Tax Enabled for Horses:
You can toggle taxing for horses on and off. When house renting is off, no gold will be deducted on tax days for horses.
Debt System:
If you don't have enough money for a tax day, then as much as can be paid will be deducted from you, and the amount you could not pay will be remembered. On the next tax day, the extra money you didn't pay last time will be added on to the cost of the tax day. This effect stacks.
Debt System Enabled:
If you don't want to use the aforementioned debt system, then you can easily toggle it off through the MCM, and any money you were unable to pay will be forgotten.

FAQ
Q: Does this mod work without SkyUI?
A: Actually, yes. You're very astute random reader. However, you can't customize any of the options without SkyUI, so you'll have to stay with the default. I haven't tested it without SkyUI, but it should theoretically work. If you care to test it for me, then tell me the results of your test in the comments.
Q: Is this compatible with [Insert House/Horse Mod Here]?
A: Simple Taxes is compatible with all of the vanilla and DLC horses and houses. This is based on a statistic that is set when the player acquires the house or horse. If the mod in question sets the stat, then it will work. Otherwise, it will not. If you're a modder looking to make your mod compatible with Simple Taxes, see http://www.nexusmods.com/skyrim/mods/57239/?tab=4&&navtag=http%3A%2F%2Fwww.nexusmods.com%2Fskyrim%2Fajax%2Fcomments%2F%3Fmod_id%3D57239%26page%3D1%26sort%3DDESC%26pid%3D0%26thread_id%3D2028691&pUp=1.
Q: Will this mod cause save game bloats?
A: No.
Q: It's not working/I hate you/You broke my game!
A: I very much doubt that Simple Taxes broke your entire game, but if it did, then tell me what happened and I'll try to fix it. But be as specific as possible. Telling me "Simple Taxes broke my game" won't get me or you anywhere, and your game-crippling bug will never be fixed.
Q: Can you add [Insert likely very cool feature here]?
A: I'm very open to suggestions, and while I don't always have a lot of time due to http://forums.nexusmods.com/index.php?/topic/1993384-immersive-questsbetter-quests-wip/?, if the idea is possible or interesting I'll certainly try to implement it, though I can't guarantee it will make the next version.
Compatibility
Simple Taxes should not be incompatible with any other mods. However, not all mod-added houses or horses will work with the mod. See http://www.nexusmods.com/skyrim/mods/57239/?tab=4&&navtag=http%3A%2F%2Fwww.nexusmods.com%2Fskyrim%2Fajax%2Fcomments%2F%3Fmod_id%3D57239%26page%3D1%26sort%3DDESC%26pid%3D0%26thread_id%3D2028691&pUp=1 for instructions on how to make your house or horse compatible with Simple Taxes. However, I'll soon be adding a way for the user to manually add a new house or home count, so Simple Taxes will be able to register a mod-added house or horse even if the mod doesn't have built-in Simple Rent compatibility.

The house part sounds like what a lot of people have been looking for, albeit they were thinking of taxes it would still work!

It does work . It's pretty similar to taxes, really, it's the same thing I just call it rent.

I'll be renaming everything Simple Taxes soon! It's a more apt name, I think.

Very impressive mod concept. Are there variable tax rates by each hold?

Not yet. But I'm hoping to add something similar, or on a per house basis. It's just been released, so I'll build upon the features when I have time. Future plans right now:

FYI, a "thug" who is sent to collect money you owe (or beat you until you agree to make some sort of arangement) is referred to as a Collector..... Dont ask how I know these things.

Yep. These will be Debt Collectors, come to carry you off to jail, beat you up and take the money, or get bribed a lot to forget about your debt.

Also I think having certain titles should result in a tax rate reduction. For instance becoming Thane could give you a 10% tax cut. Would make working for those titles worth it, also it should be configurable.

Version 3.0 has been released, now with immersive taxing!
No more gold being automatically taken from your inventory!
3.0 adds an option for immersive taxing - a courier will come find you every tax day so you can pay your taxes!
If you refuse, then a bounty will be added!
Tell me how it works, and offer more suggestions.
Note: The courier might not always be punctual. The next cycle for tax days only starts after they've collected your taxes though, so you won't have any issues with that hopefully.

Here's some thoughts, ideas, and / or features:

I think the courier shouldn't show up immediately, you should have to miss a few payments first, and should be your responsibilty to pay your taxes to the holds steward or captian of the guards.

Like say you miss two payments, then the courier shows up as a friendly reminder for you to pay your past due taxes, with the option that you can pay the courier on the spot of course or with a little donation, aka bribe, maybe 100 gold (configurable of course), the courior would leave you be, atleast till you miss one more payment, then he'd come find you again. You'd have the option each time to bribe the courier to go away but the price would keep increasing by a 100 gold. Because the courier is taking increasing heat from his boss about not finding you.

Then if you miss one more payment after the courier finds you and after you stopped bribing him, then stiffer penalties are implamented. Such as the Bounty Hunters.

Alternative Penalties

After sleeping, or exiting an interior, you'd find your horse(s) gone, taken and impounded so to speak and have to visit the Steward and Captain of the hold, paying your back owed taxes with a penalty fee of course, say 10% extra.

With houses you could have the door be locked with an adept, expert or master lock (so the pc can sneak in and aquire any gear from within). If the player breaks in, have the locks be reapplyed again at noon the next day, maybe one step stronger lock then the last time. And if the player breaks in a second time have a group of Bounty Hunter eagerly waiting for the player inside.

If the player has missed 10 payments, then the player will lose ownership of the houses (the lock become unpickable) and horses (would be killed). Then the payments will stop, but you'd suffer a 5% late fee every week and would gain a certain amount of crime gold each week afterwards also, until you go to jail and serve your time.

The player could be allowed to make smaller payments but would not gain access to any of his houses or get his horse back until the full amount is payed.

After the 10 missed payment mark has been reached, as long as the player makes a payment of atleast 5% of what he owes before the late fee is applied, he wouldn't recieve the crime gold. Of course at this point he doesn't own the house anymore and would have to buy the house again to get access to it again and the horses are gone forever, so a new horse would need to be purchased.

All the above mentioned things would need each hold to track there own owed taxes. And which ever hold you wore in when your horses wore impounded would be the hold you need to pay to get your horses back.

And don't forget about followers, they need to get paid

I'll try to add as many of those as I can.

Followers will be added, but only with a manual option to add them to the count, since there is no even semi-reliable way to get the amount of followers you currently have.
