I looked at the bugs section at http://www.uesp.net/wiki/Skyrim:Skyrim and i didnt see this mentioned anywhere...whenever i walk into the white phial shop the only thing the 2 men say is im not to be in there and this is during normal bussiness hours and the shop door aint even locked...so does anyone know any way to start this quest?
