Wrye Flash is a port of Wrye Bash. It is best if you have Wrye Bash installed for Skyrim first, then you can just grab the Moby folder from the Nexus and drop that into your FalloutNV Directory and your good to go. Otherwise you have to install the dependencies (that are done automatically for Skyrim when you install Wrye Bash for that game) then Wrye Flash.
I believe the current files at the Nexus for Wrye Flash are the sorted out ones.

Just read and heed the install instructions. It's worth the pain as FNVEdit does not make a good Merged Patch (the same thing as a Bashed Patch) unless you are intimately familiar with the innards of the mods you are using. However, once you get Wrye Flash installed and running, making the Bashed Patch is easy, because of the Bashed Tags that mod authors supply. You just look at each section in the patch window, add something that is there (usually add everything, but not all things suggested to be added to the Bashed Patch should be included) and then your good to go. Nice thing about hosing the patch, the game won't even launch, so you can know you have a problem immediately, and you can remove something from the patch that is causing the problem.
I am making it sound worse than it is, it really is easy once you try it and use it.
Note, you have to grab the Bashed Patch template from the Moby folder and have that in the Data Folder in order to make a Bashed Patch. It comes with the install package you download.
