blue globe

I was passing by the Abandoned Prison on my way to White run today and noticed a big blue globe in the rocks above the towers.

Does anyone know what this is? I've ever seen it before? Is it part of a mod or a quest I don't know about?

Just did a "fly around" with tcl and didn't see any blue globes above, below, on top, etc. the abandoned prison. A picture would be worth a 1000 words in this case, but I'm leaning toward some mod you may be using.

Did it look kinda plasticy looking? If so then it could be a missing texture.
