A technical question about regeneration.

So, I'm a former Requiem player in the process of setting up a new game. I'm not using Requiem because I want to try a playthrough with a handful of significant mods that simply aren't compatible. But! - I want to preserve or mimic certain Requiem mechanics.

The one I'm currently considering is zero natural health regeneration. I've discovered Skytweak, which offers the ability to turn off the natural regen rate.

What I want to know is this: In an otherwise vanilla game, how will regeneration enchantments and potions interact with that setting change? Are they built around the assumption of the normal regeneration rate? Or do they multiply the REAL regen rate? The second scenario is bad, obviously. Zero X (anything) is still zero. I want to be able to use regeneration potions and enchantments but have no innate health regen.
