Time paths

In my current RP, my character's story involves her creating a break in time by dealing with the Ministry of Truth (to explain the Dragonborn DLC in a way). She betrayed Dagoth Ur after he asked her to get rid of the moon and throw it at Vivec's Palace instead. But in this case, time split into two paths - one path which involves the Red Year and another which doesn't. Unfortunately, in Dragonborn, she becomes stuck in the path which involves the Red Year but she wants to go to the other time path.

I have a few questions for the Lore forum, just so my RP can go smoothly.

1). Is it possible for her to transfer time paths, so she can still visit Vivec City almost fully intact in 4E? If so, how?

2). What are supposed to be the long-term effects for her doing this? I suspect Azura did not intervene because she didn't want any long-term effects.

3). Can there be a particular reason why she ended up on the Red Year path instead of the non Red Year path?

4). If she can transfer to the non Red Year time path, can she freely switch between the paths?

I'm not sure how breaks work in TES so I'd appreciate any insight on it. :)
