That one still has the R7 250 graphics card as does the first one you linked.
With pre-built PCs, you need to understand that they put the minimum specs to cut on costs. It would be better to look as the PSU to see how much it can handle before thinking of upgrading anything.
You first configuration costs: $ 528

The whole computer will cost you: $528 + $140 = $ 668
That's $10 more as the configuration i suggested. (Except that you get a slightly better processor. (Amd FX-8320* instead of Amd FX-6300)
* 32bit and 64 bit windoiws applications will run faster, professional 3D applications as well. Gaming performance should be a bit better too.)

There is only one problem: The R7 250 doesn't need an extra PCI-E power cable to be connected to the graphics card, the R7 260X do.
So i don't know if the power supply of your first configuration provides this extra PCI-E cable. Normally it should, but i don't know for sure.
Otherwise you will be forced to buy another Power supply as well. Then things will get complicated for you.
But again, as i see your configuration uses a 350 Watt PSU and the offer i have suggested uses a 500 Watt PSU.
So there is no doubt, which one you should actually choose. !!!!!
On this configuration the only component that is worth mentioning, is the CPU. i5-4670K
That's a much better option as the two Amd's. (either FX-8320 or FX-6300)
However, this configuration uses again a pretty basic 350 watt Power supply. So we have the exact same problem, as i stated above.

This is the one you want. Although you mention upgrading. How much do you think you are willing to spend total?
If you go with the above, consider the extended warranty. It's never a bad idea. Not that you have to.

Why you want to buy a 600Watt PSU, on a R7 250, and spend money on something you don't need with a GPU like this.
The 350 watt PSU will work, otherwise CyberpowerPC wouldn't put it in there, isn't so ??? lol.
But for how long, and if that PSU has any kind of protection, it's impossible to say without knowing the internal components.
And believe me, you need overload protection, and any kind of protection related to current.
So you need another PSU, not because this current one is not enough to power up your RIG, but because it's from an unknown vendor, and propably without any kind of protection for your precious components.
Not to mention, that i wouldn't dare to upgrade my GPU with an 350 Watt PSU. !!! (no one should sell a PC with an 350 watt PSU those days.)

And the problem remains, even if you change the PSU, the GPU with DDR3 memory, is not something you should be happy about, if you want to play Skyrim on high-ultra settings.

I don't know what's your problem with the AMD FX-8320 and the Ati R7 260X computer configuration.
(Thera is a possibility that this PC has an Apevia 500 watt PSU. If it's so, you don't want to push that thing too much.)
Howeve, buying for this configuration another PSU makes perfectly sense.
If you tell me, maybe i, and the other guys here in this forum, can assist you any further.
the second link i gave you, the one with the i5 4670k. i know it doesnt have a good GPU or CPU but my dad is buying my computer and fore christmas my mom and setp dad said tehy will get me a better graphics card(i want a GTX 760 2GB) and a better PSU im getting into graphics programming and game developing with unreal engine 4 so thats my opinion. im not trying to argue or prove you wrong. but now that i gave you that info witch one do yuo think would be better

If you get the GTX 760 and another PSU, then you are good to go. The i5-4670K is a very good and fast processor.
And you can play Skyrim like a human being then, and not like a troll.

On skyrim with 1920x1080 Ultra settings, you will get near 90 fps unlocked.
After Vsync, you will get locked framerates at 60, and you have plenty room for mods too.
