What is up with stirk? is is significant and can I visit it in any vanilla game?

we dont really know if its significant, but the fact that we have no information on it suggests not. no, you cant visit it in a vanilla game, only through a mod (TR's Stirk is out in beta).

If I'm not mistaken, I think it has seen different owners in its time, that of Redguard and Imperial rule. Though someone can correct me if I'm wrong.

the only lore we have on stirk is it's name on a map, anything beyond that has to be made up.

I'm sorry, I was totally wrong. I thought I saw my theory at TIL somewhere, but when I rechecked the source I noticed I was wrong. Sorry.
