Game slows down, move as encumbered

This is likely the most frustrating game I've ever bought.

Intensely FUN - *WHEN* it works right.

Currently, the issue is that the game slow down WHILE playing. Starts off (level 26'ish) just fine, character moves well (often seems TOO fast, when first playing), then over time, it gets sluggish. Everything starts moving in slow-motion, as if encumbered - but even this isn't consistent. It'll be sluggish, then move faster, then sluggish. Zones/areas/etc sometimes make a difference, but over all - just more and more sluggish.

Exit game, restart, works fine, then slower and slower. Rinse and repeat and same issues.

Currently deleted ALL content, now redownloading and re-installing, will try again, but from what I've seen so far, I have my doubts as to this helping.

Attempted console commands (any that I could find) to try to 'purge' cache or memory - none help.

Intel I-7 4770

Dual Nvidia cards (SLI)

32GB RAM

dual SSD (OS on one, Games on other)

Anything else I play, runs smoothly, never any issues. This game..... not so much
