How to detect when a target is staggering?

So I'm using a combination of stagger + PushActorAway(0.0) to make NPCs fall down naturally every few seconds (it's an earthquake spell). Unfortunately using PushActorAway on knocked down enemies makes them spasm.


Anyone know a way to detect when a target is staggering or knocked down?

Thanks but that's a condition function and I need to do this via script.
