Toggle-able ability that increases spell cost.

Okay before I get into potentially TLDR territory, here's some screenshots.

For some reason all of these settings, they make the destruction spells do more damage, but WITHOUT the increased spell cost.

If the toggle ability requires a script, then I'd rather opt for the 24 hour buff/debuff, but problem is I can't seem to make them increase the cost of spells.

I also TRIED to make the lesser power a toggle, instead of a duration thing, where instead it's duration was zero, HOPING to make it a simple toggle, but for whatever reason, the 0 duration toggle version, which was identical only having a duration of 0, had ABSOLUTELY NO effect. If it was a functioning toggle, then I could just increase the costs of all spells when it's turned on anyways.

I've made perks that are attached to magic effects successfully before, but for some reason my spell cost increasing perk, is not being triggered by this, and I don't know why. The WHOLE purpose of this perk isn't to be much like a "perk" at all, more like a detriment, so that higher damage destruction spells aren't overpowered, yet I can't seem to make that work.

Can someone please tell me what's going wrong with this perk problem I'm having?

(The spell cost should probably, be higher, I'm guessing AT LEAST three or four times more expensive to be balanced, but it's a bit lower for testing purposes atm- and while 181 looks ridiculously overpowered, that's actually only 57 extra magicka damage, so if only it made spells far more expensive it might be balanced... Maybe, I'm just experimenting with getting the increase spell cost perk to work).
