Taxes & Property of Morrowind government

TAX

I haven't read enough in-game books so perhaps it is mentioned in one of them but how are taxes delegated and collected and how often in Morrowind? Is it ever specified?

I would assume taxes would be collected at the beginning of each month by the local collector of the town or city within each House district. A small village, hamlet, or individual homes would be visited by the tax collector from the nearest town or city within the District. These are taxes for being alive and for having the privilege to live in the Empire.

I suspect those who go on months-long pilgrimages would have a hefty amouht of back-taxes to pay.

Property

I'm sure I read somewhere that all land is owned by the Empire. With that, nobody would own the land their house is built upon. Instead, a person would get permission from the House of whatever district they lived in and would pay a lump sum up front to build a house in a certain spot, whether it be in a town or outside of a town, granted that the House agreed with its location. After that you would be a monthy rent for living in the house on the land, as well as the tax for living in the empire.

Buying and renting are synonymous in Tamriel, from the way I see it. When you buy a regular house in America you also own the land that the house is on and pay off your mortgage, property taxes and house insurance, etc... In Tamriel, you never own the land. You just pay month-to-month to live in your house until you die or move out or get evicted.

For houses that are up for sale in Morrownd, you would visit your local House and speak to who is in charge about buying the home. Even if you're not affiliated with a House, you still need to go through one, fill out the necessary papers and pay the necessary fees.

Those who are more freelance who live at guild halls would pay monthy rent to the guild to stay there, as well as monthy guild fees for being in the guild, which would probably include a portion of the tax the guild has to pay to the local House.

All of this is just my speculation. If someone has more concrete information of a better understanding of the lore of how taxes and property are handled, please help me out.

This topic is open for all provinces but I'm focused on Morrowind because I'm doing interior work for Tamriel-Rebuilt and am fleshing out NPCs' backgrounds, some of whom include being late on taxes and property issues. And taxes and property are lore topics that haven't been discussed extensively at TR. Thanks.
