Game will not run after modding

Ok so I am no stranger to modding, not an expert but I know my way around things. I recently got the itch to play FNV again and discovered that I could install most mods with my new favorite tool Mod Organizer. So I set everything up with a mixture of MO and NMM for handling mods that, from my research, have trouble installing through MO (mostly hud mods and few others).

My dilemma is now my game wont run (and it did before vanilla), like it wont ever start up. I'm launching FNV4gb.exe through MO and also have NVSE. I've also tried running NVSE through MO and have tried running FNV.exe outside MO (in this case the game does start up but crashes before I get any of the opening music or images). I've also verified integrity with Steam.

When running Wrye Flash I get a message when it opens "Modified dates have been reset for some mod files:" then it begins to list my mods in alphabetical order and then ends with +130 more. A few of the mods in WF are highlighted in a light red and MMUE-CP-ILO.esp and Project Nevada - EVE All DLC.esp are highlighted in dark red. I think with installing between MO and NMM has caused some issues but that's my guess. Any help would be much appreciated.

In Wrye Bash right click on the top I believe and disable "lock times." Then run BOSS or LOOT or do whatever you do to sort your massive list of mods and that MIGHT fix your problem.

Question:

When you installed the HUD mods, (assuming you used Unified Hud Project) did you install them with NMM through MO or just NMM? Also before or after you installed all the MO mods?
