StutteringFPS Drop (GPU Issue?)

Hi, I have Skyrim: Legendary Edition on Steam

My previous GPU was Radeon HD 6670 2GB VRAM, which hated particles and shadows but otherwise got along with Skyrim pretty well. My new GPU is Radeon HD 7770 1GB VRAM, or "AMD Radeon R7 200 Series" as it likes to be called. It runs shadows and particles just fine, but likes to regale me with stuttering and momentary freezes. This is without using the HD DLC, and has been tested without any mods. I am currently using the same mods with my new GPU as I did with my old one, except I have optimized the hell out of them using the Ordenador Optimizer Textures, hoping to solve my problem (it hasn't). I use Nexus Mod Manager to download my mods, LOOT to order them, and I clean them up with TESVEdit. I also use SKSE and the Unofficial patches. I have tried ENBoost using only speedhacks (no graphical enhancements) but it didn't help. I also tried HialgoBoost and that didn't help either. I have tried every INI tweak guide and CCC combo I've found on the internet, and tried my own tweaking with Skyrim configurator. I have tried running the game with shadows on minimum and everything else that can stress the GPU. Using Skyrim Performance Monitor, it looks like my GPU is maxing out quite often. I don't think it's supposed to do that.

I use the optimizer as well and really like it.

The stutter is loading textures or some sudden intensive CPU usage.

For example yesterday, I walked out of the woods into Riverwood and then a sudden BANG and 4-5 vampires appeared in front of me. My screen was frozen for ~0.5 second between the bang and the appearance of the vampires.

fPostLoadUpdateTimeMS=500.0 << I think this is way too high, it assigns nearly all CPU time to papyrus, I have 2.0 as a maximum, because I run ~190+ mods with many scripts.

It has an FPS counter (SHIFT+ENTER ingame). If your FPS is ~40+ and you have still stutter, then it really isn't the GPU but some setting, too many HD textures or a very slow disk drive.

You said you tried it without mods? What did you do to disable your mods?

It is not abnormal for a GPU to max out. It sounds like it is being fed well enough. It's possible there is some VRAM overflow into system RAM.

I decided to delete my INI's and let Skyrimlauncher make fresh ones. It actually did help a bit but my problem is still around. I also added ENBoost back on (speedhacks only). I have used FRAPS FPS counter because I didn't know ENB had one. My FPS averages about 55 in caves and other interiors, about 45 in exterior and about 30 in towns, but it will drop at certain times and I'll get stuck with being in a slow motion frame rate or a total freeze for a second or three. All of my HD textures have been resized and optimized by the program and I've also played without them and I still have the problem. I did player.placeatme with 20 Stormcloaks to fight 20 Imperials outside of Whiterun and I didn't have any stalling there. It's very weird. I think that towns cause the most problem for me, even when I go crazy with the INI for the exterior, the towns still give me issues. Whiterun has stuttering outside of it, and then after the loading screen it takes about 5 seconds for it to load up, then it stutters really bad as I approach the market area, and then a bit more as I go up the stairs.

The "Skyrim Memory Patch" that is mentioned in the first guide you linked... I've run it and block 1 hasn't gone past 255, is that normal?

The first time I uninstalled everything with Nexus, my attempts since then when testing have just been disabling the plugins. All of my textures have been optimized and scaled down to 1024, some to 512.

A little bit of stuttering I can deal with, but the big FPS slowdowns and freezes I can't. If I can narrow it down to my GPU then that's good because I still have warranty on the thing, but I know that Skyrim can be weird with pc cards.

If it isnt too much trouble, I might recommend a clean reinstall of Skyrim. Let the game make the .ini files and start a new character.

That is really a fool proof way of getting Skyrim back to vanilla. That way if it is still happening you know mods probably arent the issue.

Delete local content then manually delete the skyrim directory. You can backup then remove the current inis u have. Dont add mods until you tried a new game first.

I have them compressed to maximum DXT5 and to a size of 2048x2048. Do not compress the BSA or unify the files (wouldn't run for me then), but still optimize them. It will compact the images inside the archive and leave the archive itself alone.

ENB has only the ingame menu, if you run it with graphics.

I can put up my non-lagging inis later. It is also an AMD system, maybe they just work and you can still go back if not?

To warn you, I prefer nice blurry shadows and that costs a little performance. You could stretch the texture a little more for performance gain.

I would also use the ENB, the R7 should be able to handle it and the gain on graphics is great.

Also, ENB would handle all the AA and vsync needs.

I use these with stock enb and RCRN for all my lightning and weather (no other light and weather mods installed, as they are mostly incompatible).
