Hey!

I've been trying to trigger this quest in Windhelm for a long time. I didn't suceed, so I went on a research about it. All the discussions I found just .. lack the solution or something. I know there's a console command to buy the house, but I don't really care about the house that much ... I just want the quest. I searched for some mods or something that could fix this, but I only found a tutorial on Nexus that isn't working either. I don't like mods, I don't have any, but this is just pissing me off!

I know there are certain people who needs to be alive for this quest to start and the only person I miss is Tova Shatter-Shield. I did the quest for Dark Brotherhood and killed Nilsine. I broke into the Shatter-Shield house and I found Tova dead. I took her key to Hjerim, read the Butcher journals, but nothing happened.

I'm with the Stormcloacks and I finished their questline. Still no luck.

Is there some way to do this quest please? I'm really sad that I can't do it. I'm level 71 and I killed Nilsine when I was like ... level 30. So reloading old save is not an option. Only If I knew ...
