Not that i know off i will try the cache verify but this problem is getting really annoying. Okay so i did a steam cache and one failed to validate and was restored. The launcher error is fixed but the npcs and myself are still standing still and none of my hands are showing

If they're standing still with their arms extended out at a roughly 45 degree angle from their bodies, that means animation files are either missing or corrupted. Were you using any mods previously and removed them from your game, particularly, any mods that required FNIS (Fore's New Idles in Skyrim)?

That is exactly what is happening. I redownloaded NMM and i guess that is causing the problem. i think so. how should i fix that?

If you previously used mods that require FNIS, you have to run the generator tool that's included with the mod every time you add or delete FNIS-dependent mods, or else your NPCs can end up permanently stuck in that pose (called the "half T"). If you did use any of these mods (which add custom animations and poses to your game), re-run the generator tool - it should be located in a folder inside your game's Data folder - the complete file path is skyrim\Data\tools\GenerateFNIS_for_Users\GenerateFNISforUsers.exe. If you uninstalled FNIS and deleted this folder, you'll probably have to reinstall it to run the generator tool and update your animations.
