Anti-Material-Rifle (GRA) build

Started a new game a few weeks ago. It's not a roleplay-build, just an usual walkthrough, because the last time I played the game was two years ago.

At first, I aimed toward a high critical sniper build. But I've never used the AMR (GRA) so far, so I started to think about changing my build slightly.

The thing is, I'm already at Lv. 29 and with this build, I'd like to optimize it as far as possible.

My current stats and choices:

SPECIAL:

Strength: 4 --> 5 (implant) --> 6 (intense training) --> 8 (weapon handling as soon as I turn Lv. 30)

Perception: 5 --> 6 (implant)

Endurance: 7 --> 8 (implant)

Charisma: 1

Intelligence: 6 --> 7 (implant)

Agility: 8 --> 9 (small frame) --> 10 (implant)

Luck: 9 --> 10 (implant)

Traits:

Small frame

Build to Destroy

Perks (not in order):

Rapid Reload

Educated

Light Touch

Commando

Finesse

Sniper

Jury Rigging

Action Boy (1x)

Grim Reaper's Sprint

Weapon Handling (soon at Lv. 30)

Silent Running

Mysterious Stranger

Better Criticals

Tunnel Runner

Intense Training (1x)

Possible next perks planned are Action Boy, Math Wrath, Toughness (2x), Bloody Mess, Adamantium Skeleton, Miss Fortune, Silent Running etc.

Also, would Hand Loader be a good perk because of the the rare ammo of the AMR?

So the question is: Would this be a good AMR (GRA) build in terms of optimize damage?

Because it was planned as a high critical sniper build.

Or do you mean: Why so much luck when I try to stay hidden anyway so luck wouldn't be necessary?

Yeah, between the inherent power of the AMR and sneak attack criticals, it wouldn't seem like you'd need it. But I suppose at level 29, it's a moot point. It looks like a solid build to optimize damage for individual shots, though.
