I went through the Urshulaku (or however you spell it) tombs - inside out - three separate times. The wiki says it's with some spirit at the end of the caverns in the Juno section, but nada...

Are you doing this as part of the quest or freelancing it? You may have to start the (MQ) quest to spawn the ghost.
