Activation of items beyond normal world limits

Is there a simple solution to resolve the issues surrounding the activation of items beyond the world space limits along the Y axis (i.e. beyond +63 or -64 on the Y axis for any X so long as X is between +63 and -64 itself)?

As far as I understand it, items (clutter, armour, weapons and so forth) cannot be interacted with the character facing the North arc (North of the 0 Y coordinate) nor the South arc (south of the 0 Y coordinate). NPCs can be interacted with as normal and so far as I've been able to ascertain particular types of containers such as dragons can be globally interacted with. As can doors and colliding with objects (so long as the RB setting is made in the ini file) like traps however the activation of traps (reseting the bear trap for instance) is impossible in the relevant arcs. By interact I mean simply pressing the activator button before any clever clogs point out the alleged flaws in my question.

NPCs seem to be able to interact normally with the world but I haven't explored the limitations of this yet. Dragon bodies are the only bodies as far as I've tested to work globally from any direction.
