Seeking a mod that makes magicka regeneration akin to ob and skyrim, as in regens out of combat and slowly in combat.

Thats all I want tho. I dont want any other changes.

http://mw.modhistory.com/download-51-8319 has been my favourite mod at doing this for quite a while, I think I tried a couple others like Fair Magicka regen but I like the way Mana Regen does it the best.

Nice. He says it is by Willpower, so does that mean at 100 Willpower mana regenerates fairly quickly? Does it become over powered?

Are you playing with vanilla leveling? With GCD it takes a pretty long time to get any of your attributes up to 100, maybe that's why I never found it OP, but I think it's pretty fairly balanced anyways.

Could be wrong but I think the formula is for every 10 willpower your magicka will regenerate 1pt in one second. So 50 willpower would be 5 magicka, 100 would be 10, of course, if you're playing GCD, you get a good amount over 100 magicka, so it's not OP.
