The Date is February 3rd 2305 and YOU are one of the many Factions that inhabit the great state of Alaska. You've survived everything from mutated animals to vicious raiders and plots of mass destruction. But as you've just began learning about the fate of the rest of the former lower 48 states, THEY have heard rumors about you. A Expedition by an uncertain number of factions was organized to explore this land of yours, and plunder it's resources. Not all outsiders will use the same methods, and some might seek peace. But it is up to you to decide their fate.
In this RP you will play as one of it's factions, leading your people through your daily lives, working the land to provide for your people of working your people to provide for yourself. What I'm looking for is at least one or two RPers who'll play as an Expedition team, through your inexperience you will DIE, or survive by the kindness of others. As other RPers can and should affect how your party survives. I as GM will guide you on your journey to survey this land to secure whatever it is that your Nation seeks, be it Gold, Timber. Oil, or what ever you seek.
This is meant to be an alternate timeline for the Convention RP, in which the Conventions never happened. Meaning large Nations can exist and be mentioned in this RP, in fact that's what I want, Alaska being a part of a larger world than itself. The RP takes place five years after the Convention should it have been started.
Now as for Factions the list is as follows.
The Arctic Rangers
Vault 118 commissioned in 2069 after several successful Vaults in the lower 48 states, the project is to be finished by 2081 located in Denali National Park. The Vault itself lacks, a waterchip, and food stores. While it has a door, and power, much of the inner walls are bare, with missing panels and very few furnishings. Much of what is there was added afterwards. Vault 118, is the main military compound of the Arctic Rangers, a branch of the Texas Rangers, and Alaska State Troopers.
The Arctic Rangers officially founded shortly after January 2077, when the city of Anchorage was finally liberated and the Chinese presence was removed.They were the combined forces of the Rangers, and the Alaska State Troopers. They were mobilized to control the pockets of the Canadian freedom fighters. They saw many successful operations, but a redesign was needed for Alaska's harsh climates. They were shipped out in March. to and a few factories were made on base to produce more of the prototype Ranger Armors.
The armor the Rangers wear varies between Rangers themselves. All of them line their armor with fur. While some remove the Dusters, in favor of fur coats. The helmets have blue tinted lenses, and are narrower. their armor is white/gray camo armor.
Vault 118 the military compound of the Arctic Rangers, and the best land for farming. It's citizens and military personal live a hunter gatherer lifestyle.
The Rangers form various military units. The Bear Guard are the Infinity they use mostly leather style armors, crafted by Natives. Many have the look of barbarian, like armors, with patches of metal, and furs lining the armors.
The second Unit is the Ghost Squadron, as the name implies the specialize in Stealth, Espionage, and Assassinations. With Females leading the Males in numbers. The wear light leather armor with ballistic vests or ceramic plates.
The Elite Bear Guards Wear Combat armor, and use heavier weaponry.
The last, is the Arctic Rangers, they are the best of the best from each squad. Capable of filling multiple roles, and are equipped with the Arctic Ranger Veteran Combat Armor. With blue tinted narrow lenses. They are equipped with whatever they have and need. Most choose Bolt action rifles, but many choose what they want. The Rangers are often called Arctic Wolves. Depending on rank or experience.

Sully's Slaughterhouse is a area where combatants are pitted against each other, and whittled down to 12. Then which they enter the final rounds.
The Slaughterhouse is a faction in of itself, many of the raiders are loyal to the Floor Master. Who are rewarded with guns and ammo. Each winner of the area is awarded great prizes.
Of course you are welcome to create your own, and reinvent current factions.
But there is one thing I'd like to work out first. A system for factions, to keep them from being overpowered. A Specialization of sorts.
You can only specialize in one field, you will have no other restrictions other than this.
Military: Your men are the best of the best, trained in the arts of every weapon and tactic.
Stealth: Your men can sneak into anywhere for a maximum of 20 days, or just 1 if need be. This means you can place a spy into another faction but only for twenty days. And assassinate certain targets, but only one for every ten days. The maximum number of spies you can have are five.
Information: You excel at gathering information, vast knowledge is at your fingertips and you can learn of what others are planning ahead of time. Does not work against Spies.
Technology: You can build wonders, old world knowledge is at your disposal.
There is one more requirement TIME. You will keep track of days, when one days ends mark the next. We will use a 1 day 2 day and so on system to avoid keeping track of dates. There is quite a lot of new creatures like a four armed Grizzly bear, mutated moose, and Earth Whales; think Graboids from Tremors, basically giant fat worms. Those are new by the way and I've yet to incorporate them. In short please do read some of my Fan Lore, not everything is required and you should be able to find what you need more easily.
Alaska uses Military grade Ammo as currency, much like Metro. Unlike Metro, it would be the most common rounds used, like. 9 mm as pennies, 10 mm as nickels, 357 magnum as dimes, and 44 magnum as quarters, with 5.56 $1, 20 gauge $5, 12 gauge $10, 45-70 $20, 308 $50, and 50 MG, as $100. There is of course more ammo types, but these will be the most commonly made for currency. And there of course would be non military grade rounds of these used in everyday life. The ammo converted into caps would equal 9 mm = 1 cap. The rounds are engraved as too prevent random wastelanders from cashing in big and inflating the economy. Ammo is backed by Furs, and in a frozen wasteland they are very valuable.
Also swords, leather/fur armors, and those made from steel are rather common, Power Armors are rare but not unobtainable. Medium armor is the common armor types.
There is one more thing. Equipment. Most Alaskans have a few basic survival kit, consisting of summer and winter coats, an axe, fire starters; lighters, flint and steel what ever you want really as long as it makes a spark to light a fire. Compass. Really what you'd normally find in any survival kit.

Culture: The culture of the Bush is simply to give customers what they want, men of all walks of life will come to lie down with the beautiful girls who will tend to their every need, for a price. But of course the real cash is in more shadowy work, assassinations and espionage bring in the big bucks. Though there is one more thing, when men grow old and desire children the Bush girls will carry them for you, they are not wives, but surrogates to birth many an unwed adventurer a child. There is less than 40 men working for the Bush, almost their entire population is female. As they see more men walk through their doors anyways they need not worry about any declines in population.
Government: The place is ruled solely by Valmet, who demands complete obedience from her girls, in turn she is able to protect them from the dangerous customers who walk into her establishment every day.
Military: Every girl under their roof is armed and trained. Though not all for military use, their specialty is stealth, preferring to avoid direct contact with others, and killing opposing leaders in their homes, or have enough of a reputation to warrant fear and respect. They only wear armor in the field, at home they wear lingerie or not even that. They prefer the use of light or medium armors. History: Back before the war, the Bush was a local strip club. After Raiders took over the place, exploiting girls with Chems and Violence. It would be years before the Arctic Rangers cracked down on the place, and freed the girls. Not long after a female Ranger by the name of Rouge saw what happened, more places popped up to replace the establishment, and renew the cycle of violence. She left the Rangers to do the only thing she could think of, reopen the Bush, and destroy the competition through any means necessary, this event led to the wide spread reputation the Bush has about being Legendary Assassins, which soon became Spies as well.
They provided a service, for a cost, and most communities welcomed it. Soon small brothels were opened all across the state and crushed any illegal establishment which exploited young helpless girls. Decades later Valmet rules the Bush and continues it's legacy, and till this day they provide a safe haven for young orphaned girls to live and work. Free from slavers and raiders.

Weapons And Armor: With a black and white silk dress, reminiscent of the late 1800s. She carries multiple knives, and a katana. History: While most of Valmet’s background in unknown, it is believed that she was once a member of the Arctic Rangers, Ghost Squadron. Her management of the Bush Company started ten years ago. As she took over from the last Madam. What is known was the former madam was a previous victim who was freed to later join the Arctic Rangers, the Bush Company wasn't always like what it is today, once evil men ruled the place. They used Chems, and Violence to rule over the girls treating them however they pleased. Once the Ranger stepped in that was all over. Sometime later, as more places popped up using similar methods Madam Rouge appeared, taking quite a few of her female squad members to reopen the Bush Company and drive these horrid men out of business, resorting to Assassinations they removed the competition, allowing the abused and exploited girls a place to live and work with safety and freedom.

The expedition team will be leaving from Pittsburgh International Airport using a C-130 Hercules, with two F-4 Phantoms flying as an escort.
Expedition Goals:
Expedition Team 1 is tasked with getting to Alaska first and judging whether or not Alaska is worth the resources to settle, if Alaska is deemed a worthwhile asset the main group will arrive and set up a forward base for future exploration of the region. If need be Team 1 will enter Alaska via HALO jump, but it is suspected that a suitable landing area can be found as the C-130 does not require a prepared landing zone.
Culture:
The people of The New Sovereign Republic appreciate their military more than any other government institution. With a mandatory military service starting at 16 years and ending at 22 years old. The military is so well respected that all who serve in its ranks are treated to a higher social status, higher than even the most affluent noble.
There is no official religion, but most citizens pray to their Goddess Athena with the believe that she will guide over their land and protect them from misfortune. This practice is recognized by the government, and as a gesture of good faith every major NSR city is given a limestone statue of Athena. There is a sort of social hierarchy among the New Sovereign Republic's culture with slaves being the lowest and not even considered citizens .
These slaves are forced to live in awful conditions, sometimes only having a lean to for shelter, but the government has passed new laws stating that the slaves working the farms are aloud to keep and distribute 10% of their crops to do what the wish with. Citizens are not seen any different regarding what their job is, and all citizens are treated equally and live in conditions that would make all of New Vegas envious. The government has made major efforts to rebuild their cities and clean up the waterways, leading to a happier and healthier population. Most of the nobles are politicians or well off citizens. They are provided the nicest and most lavish homes and majority of Uptown in Pittsburgh is filled with nobles and their high rise mansions. Although they are the richest and have the nicest lifestyle that doesn't mean they get of easy, the nobles are some of the heaviest taxed citizens in the NSR.
Government:
Once the expedition teams make landfall in Alaska they are no longer governed by the Empress of the NSR. The acting commander for the expedition is the one in charge of all NSR personnel in Alaska, and is entrusted with upholding the moral code and name of the New Sovereign Republic, and is allowed to make decisions on the behalf of the NSR.
Military:
Expedition Team 1 consists of 10 Black Cohort special forces. The Black Cohorts are the greatest soldiers that the NSR have to field. Most of their members were part of the original 2,000 that accompanied Aeila east. The only way to become a member of the Black Cohort is to be selected by the Empress herself.
The Black Cohorts are feared by both enemies and friendlies alike. They are known to scream and yell while banging their shields together before running head long into an enemy position sometimes tackling their own men just to get to the fight. Their blood lust is a well accepted scare tactic and when they show up to a battle they inspire awe in their comrades, and fear in their enemies. So much that most battles they arrive to are barely fought for long before the enemies retreat, sometimes the Black Cohorts will chase their opponents for miles until they give up and return home.
Standard equipment for a Black Cohort members consist of:

As well as their standard kit these troops will be given a weeks worth of essential supplies (food, water, building supplies, fuel, ammunition, and medicine) They will also have one winterized military truck to support the units on the ground. The second expedition team is the team that will be coming with all the required supplies to set up a permanent settlement. This team will also consist of Black Cohort units but there will be 20 of them instead. They will bring a years worth of essential supplies, and 2 more military trucks.
Views on mutation:
Mutants are grudgingly accepted into the NSR's society as well as ghouls. But they are given all the rights and freedoms that regular citizens have. But these members of society are given unique positions in society. Super Mutants are assigned jobs that require heavy lifting such as road clearing, and construction. While ghouls are assigned jobs that require them to enter hazardous environments such as the cleanup of nuclear debris or waste.
Super Mutants and Ghouls are separated into districts that are in hospitable for human life, for example when the NSR took control of the Pitt the ghouls and mutants were put in the riverside districts of the city due to the high radiation levels at the time no one else could live there.
Views on slavery:
Slaves make up a majority of the NSR's work force and is a well accepted practice in their society. When an organization is absorbed into the NSR their greatest and best citizens are conscripted into the military while the rest are enslaved. The Empress promised that once society is rebuilt all slaves will be set free, and given citizenship. But this has yet to happen so until then there will always be slaves in the New Sovereign Republic.

Economy: In small outposts they sell steel swords and armor, some alright guns, and old computers. However, to high rollers and special customers such as the other factions they can sell specialized equipment like some Ranger arms and armor, or very technologically advanced equipment. They don't necessarily play both sides, but they do do business with all the factions even The North Pole for slaves but they don't exchange any equipment just currency with them. They discreetly support the Article Rangers and Bush Company. All in all they're definitely capitalists with morals favoring the arctic rangers but aren't allied with them.
Culture: They largely leave religion to the choice, though there are 2 groups of people who have set up chapels for native beliefs and a form of Protestantism. Many members are atheist or take up the native religion symbolically but don't worship it. They have mixed views on outsiders joining, some members think they should ban any outsiders from joining. But the current leadership has somewhat strict evaluation for any outsiders who join and even lets slaves join after a time. In terms of secular culture they have something similar to a small town American culture. They have festivals and sporting events including soccer, baseball, and something similar to paintball;These are mainly for children though. Many read scavenged pre war books as well.
Government: Currently, the population isn't high enough to constitute an advanced bureaucracy. They simply have a leader and his appointed lieutenants; The people have the right to take him down if they choose to and after he dies or after a certain period of time people can vote for a new one. There are officials appointed to manage different things though, like agriculture or scavenging.
Military: Their compound is heavily defense by technologically advanced wonders.military robots, laser turrets, and troopers equipped in heavy winterized power armor make up the defensive force of their main base and market outposts. There are professional soldiers who have light winterized power armor who can form up to make a small army based on quality over quantity. They usually are sent on scavenger missions though. Everyone does learn how to fight in case it comes to it though.
Views On Mutation: They have no racism against mutants and will accept a ghoul if he can do it. They do have mixed relations with the Autleeir Tah though; They took the base originally from a small tribe of barbaric Huerra who threatened them at their original encampment. And that subrace hasn't forgiven them yet. Though they do have a relationship with the Cserit which is mainly trying to get them to calm the Huerra in exchange for technological secrets.
Views on Slavery: They despise it in its cruelest form but can't deny the uses. They often buy slaves and give them pretty good living conditions and almost freedom, then after they work for a certain time they have the choice of leaving or integrating into the group. Most join up as they already have lives there and it's one of the safest places to live.
History: They started as a survivalist wandering group that had been around since 2250 of about 25, but in 2265 they discovered an abandoned munitions factory in the wilderness that was the perfect spot to settle down. As they camped outside a little ways away and rejoiced at their luck, a sudden collection of inhuman cries went up around their camp and Huerra charged in and attacked. 7 people went down before they got them to retreat, including a whole family and some others. In a hasty decision by current leader who lost his family they charged after the retreating Huerra and shot them down and all the rest of them in the factory. After the confusing battle was over they realized in horror they had killed the women and children Huerra who occupied the facility without realizing (this was the first time they've seen Autleeir Tah). They also realized that their old leader was the only one who had died. It looked he had been in a 1 on 1 brawl with what must have been the leader of that small Huerra group. After that they quickly chose a young new leader and tended to their wounded, They kept a frightened watch for any avenging Huerra but none came. Over time they fortified and scouted the area of the factory, and found out there was little there but machines that still had a chance at working. But one day, They accidentally stumbled across a Vault Tec bunker. It wasn't a vault, but it contained wonders of military technology with operating and crafting schematics. What followed was a period of growth and advancement, over the years they established themselves as an isolationist power specialized in technology and market. They conflicted with the Huerra many times but eventually gained an uneasy ceasefire. Now they stand ready to face any challenges thrown at them.

In October of 2077, the world seemed to have ended. However, hidden in a few bunkers the Arctic Rangers were still able to communicate with their fellow surviving Rangers. Alaska wasn't hit as hard as many of the other main targets. The Rangers emerged from their bunkers living like survivalists in the nuclear winters of Alaska.
The Rangers lived nomadically for a time and nobody knows exactly when Vault 118 was found. But when it was, the Rangers sent out a distress signal trying to contact any other lost troops to their new outpost.
The Rangers formed a system of leadership based on the most experienced member of the Rangers. At the time, that man was Commander James Ironwood. He was an elitist who believed that the Rangers should stick to their numbers and not recruit anyone. He also believed that everyone and everything was dangerous and needed to be killed on sight. For a time, the Rangers followed him until he died by unknown circumstances. Some believe he was poisoned, while others believe he had a heart attack.
The Vault had systems that weren't online, however after years of trying to get them online, the Vault was functioning at it's best capacity. Greenhouse systems were brought online, Oxygen filtering was alive, PA systems were fully functioning, there wasn't a water chip so water has to be scavenged, and electrical systems functioned in certain areas of the Vault.
The voting for leadership became a prefered method after Ironwood's passing. Everyone agreed that 4 years was a reasonable length of term and Commander-in-Chief was accepted as the title. CiC Geoffrey Ramsey got.rid of Ironwood's shoot-on-sight policy and was willing to let friendly people live. CiC Ruby Rose was the first woman leader of the Rangers. She wanted locals who were worthy to have the option of joining the Arctic Rangers. CiC Ryan Haywood was the first leader to offer Ranger Services to outside civilizations.
The Rangers have not only survived over the years, they have thrived in the harsh Arctic Wasteland. They are a force to be reckoned but they are also merciful. How will they shape the future? We will find out soon.

The Arctic Rangers are self sustaining inside Vault 118. They have farms inside thanks to the Vault's Greenhouse rooms. The Vault also includes a mine, which was originally am unfinished corridor, where the Rangers search for valuable minerals. Blacksmiths forge what is found in mines usually into armor but occasionally other things like metal panels to try and fix the unfinished Vault.
Outside Vault 118, the Rangers act as scavengers and hunters. Raiders are a large problem in cities or anywhere where there was a trace of civilization. The Arctic Rangers tend to mark a building as scavengeable or not depending on how many Raiders are protecting it. If there are plenty of Raiders protecting a building it usually is filled with many items worth scavenging. The Rangers will also hunt for things like meat, usually prefering mountain sheep since they're easy to take down.
CULTURE:

The Arctic Rangers are in almost every sense a military survivalist group. Life inside Vault 118 is almost like life in a military base. There is a curfew for children under 18, only Ranger personnel are permitted to carry firearms, early in the morning the Rangers run drills, etc.
GOVERNMENT:

The government is run by the Commander-in-Chief, which was a Pre-War term for presidents. The CiC let's the Generals make decisions for military movements unless he/she feels the need to play a more direct role in the matter. The CiC is also acts like an Overseer for the Vault, except not following what Vault-Tec wanted for the Vault.
The Commander-in-Chief is elected based on popular vote. In order to be a candidate you must have at least 15 years of military experience. 5 of the years must include being a tactician. More experience tends to lead to being more likely to being elected. The current Commander-in-Chief, Ozpin (His first name isn't known by many), had 33 years of military experience.

Rigorous training, constant management, and a load of courage are what make the Arctic Rangers some of the greatest military units in the entire Arctic Wasteland. They have many tactics and are constantly thinking of more. On the rare occasion a squad of Rangers can be hired for mercenary work.

The Bear Guard are the Infinity they use mostly leather style armors, crafted by Natives. Many have the look of barbarian, like armors, with patches of metal, and furs lining the armors.
The second Unit is the Ghost Squadron, as the name implies the specialize in Stealth, Espionage, and Assassinations. With Females leading the Males in numbers. The wear light leather armor with ballistic vests or ceramic plates. (OOC: This one can be removed if you'd like since I'm making the Rangers military instead of stealth).
The Elite Bear Guards Wear Combat armor, and use heavier weaponry.
The last, is the Arctic Rangers, they are the best of the best from each squad. Capable of filling multiple roles, and are equipped with the Arctic Ranger Veteran Combat Armor. With blue tinted narrow lenses. They are equipped with whatever they have and need. Most choose Bolt action rifles, but many choose what they want. The Rangers are often called Arctic Wolves. Depending on rank or experience.

For the most part, Rangers are quite lenient towards mutated creatures. If the creature attacks them first then they will attack it, if it's friendly they will try and communicate. The only major exception is in desperate times when a Ranger is starving and their next meal is a shot away, they won't hesitate.

Armed Republic of Old Canada (AROC) RPer AnUnusualMercenary
Name: Armed Republic of Old Canada (AROC)
Population: 15,000
Location: Former Yukon Territories, near Vuntut National Park
Specialization: Military
Economy (exports and imports): The Republic rarely trades with other major factions but is a main hub for fur and weapon trading in the north of what’s left of Canada. They once occasionally traded surplus fuel supplies but that has recently come to an end due to shortages.
Culture: Within the Republic currency doesn’t exist, and a special reserve is held only for outside trade. If you are allowed in as a citizen you’re assigned a job within the society and everyone is equally provided for either by the governing body or their neighbours. Most who pass through are shocked by the cohesion among citizens of the Republic while most citizens see it as an absolute necessity to growth and prosperity as a nation.
Any religion is free to be practiced so long as it doesn’t contradict the Republic’s values, but the most common belief held is similar to the Native Americans connection to the land. Dogs are kept by nearly every citizen in the republic and often tied to sleds for local transport.
Government: The Republic has an elected council which is elected from another pool of representatives in charge of making sure the needs of citizens are met. A council member can only stay on the council a period of two years and at any time a member can be removed from the council via majority vote by the other council members.
Military: Every able bodied citizen is capable of handling a weapon but the actual trained military is equipped with the skills to survive in harsh conditions, service and procure weapons and munitions in the field. Soldiers of the Armed Republic of Old Canada are taught to use the environment to their advantage and are experts at camouflage, as well as being very apt in traversing harsh terrain however possible.
Views on mutation: Any that can prove their worth and loyalty are accepted into the Republic, but outsiders are viewed with initial suspicion and mutants or ghouls are no acception, though mutants are usually treated as hostile by default as a precaution. This leads to there being few mutants in the society.
Views on slavery: The Republic’s views of equality and providing for all are completely contradictory to slavery and absolutely no slaves are kept within it. As a result the republic also refuses to trade with any who practice slavery and openly oppose them when they can.
History: Prior to the Great War the Canadian government had several bunkers built in the north and while many went abandoned or unused, pockets of the military survived in these bunkers and the surrounding areas and became some of the ancestors of the citizens of the republic, passing down their knowledge, resistance to cold, and access to the locations of military stockpiles. Among these locations were reserves of oil and drill sites strategically hidden during the American occupation of Canada, which was a huge boon to the Republic for years and lead to their reputation as a fair but not to be trifled with nation. Unfortunately now those reserves are running low and a new source must soon be located to keep the republics army transports, snowmobiles, and munitions factory going or face the possibility of their current growth coming to a dead halt.
AROC Expedition team
Expedition population: 15
Starting Location: 50 km south of Fairbanks
Expedition Goals: To discover a new source of fuel or means of expansion.
Culture: As far as expedition teams or scouting parties go the republic finds the mission goes better if the men and women taking part know each other and have a previous bond. Teamwork goes so far, but the instinct of saving a friend or kin Is much stronger.
Government: The expedition is authorized to make initial decisions regarding contact with other groups on behalf of the republic but any findings are to be reported back periodically.
Military:
Vehicles- Two BZ-206’s, one equipped with a mounted Browning .50 cal and carrying eight men plus supplies, and the other set up as a mobile command center carrying four men, Mark Foulkes, and supplies. Two snowmobiles pulling sleds laden with non-perishables and ammo follow on either side.
Equipment- Ten C7A2 assault rifles, Two C6 medium machine guns, and two C14 timberwolf sniper rifles for the men on snowmobiles. All soldiers carry browning pistols as sidearms aswell as small hatchets and combat knives.
One 81mm mortar with three explosive shells and three illuminating shells.
Mark Foulkes
Name: Mark Foulkes
Race: Caucasian
six: Male
Age: 32
Appearance: A rough grown out beard, blue eyes, neck length unkept hair and a weathered face with a small scar on his forehead from a snowmobile accident. Mark stands at about 6’1 with a slight limp in his right leg from a birth defect.
Personality: A hardworking man who believes in fighting for everything the Republic stands for and building a new nation from the ruins of an old one. While always ready to lead he has a few vices and can occasionally use a second opinion before making a major decision. Doesn’t order people around and instead is the first to get in the trenches so to speak. Loves music and sees it as the last words of an world long gone.
Weapons and Equipment: White painted C14 Timberwolf Sniper Rifle slung across back, Enfield no.2 revolver in a hip holster, and a Sykes fighting knife strapped to his leg. Rucksack containing standard supplies and survival tools. Wears thermal longjohns under an arctic camo snowsuit, a ballistic vest under his coat and a balaclava.
History: Came to the republic during it’s so called “golden age”, when many assumed the oil and fuel would never run out, like they would always find another stockpile. Despite this Mark realizes what needs to be done to further the nation and keep their way of life going as long as possible, for he believed it the only way and that one day everyone would follow their example for a prosperous society.
