Do new Form IDs not shift when in an ESM vs an ESP?

Hello, I made a handful of new weathers, which are currently in an ESP plugin. Whenever I add or remove a new mod, the IDs of the weathers shift, as expected.

This becomes a problem when using ENB weather configs, which use specific IDs. I noticed that Climates of Tamriel uses an ESM file -- is this why? Do form IDs "stay put" when they are part of a master file?

ESP vs ESM does not affect the formIDs of anything contained within them whatsoever. They are always XX123abd, XX being their position in your load order.

I believe fadingsignal is talking about what happens when we move an .esp. When an .esp is moved the game assigns it a new xx number. He is wondering if JJC71 used an .esm to avoid the problem of a Climates of Tamriel .esp being assigned a new xx number each time we add or remove another .esp.

Being an esm wouldn't change anything other than forcing it to be at the top part of the load order. If a mod that used an esm was added or removed before it the weather IDs would change anyway. They could just as easily put the esp as the first esp loaded and it would do the same thing.

Does ENB not let you specify a formID as plugin file name + last 6 digits?
