I have the GoTY editon of Oblivion with the SI and Knights of the nine Expansions.

The disk loads up fine,

Knights of the nine installs fine.

Shivering isles gets to about 20% and says it cannot be installed.

Are your discs new or used? Sometimes if they're used, it won't matter if you can see scratches or not, sometimes the discs are messed up.
