Why didn't they make it in Skyrim, like they did in Oblivion, where you could have more than one follower?

I know in Oblivion that if you went to each faction, you could have up to 5 people following you around. In Skyrim, you only get one. Do they feel that feature might have been over powered ?

You could only have more then one follower in Oblivion by exploiting glitches, such as hiring students in the correct order.
