Good question, but no. He was created by Akatosh and is not a Divine since the Divines serve as creation and love. He is the anti pantheon of the Nine Divines and is just another deity that represents destruction.

This probably belongs in the Lore section, but no they're not the same. Alduin calls himself the firstborn of Akatosh though. And Akatosh is considered the father of dragons. For more inf check these links out
