NPCs added by mods - why are they so buggy?

Hi! I have tried a couple of mods that add riding patrols in Skyrim and I have also tried to make an NPC ride a horse in my own mod. However, this rarely works. NPCs seem to have trouble mounting their horses, they may just stand around near them or, if they manage to get on the horse, the horse may start flying in circles. Yes, flying horses.

All the riding NPCs (which are very few) in vanilla game work normal and I have never experienced any issues with them. Has someone else had similar issues with mods or is it just my game? Is there a script, perhaps from another mod, that screws up these mods or is it just because it's Skyrim?

I also have another problem: I have tried to make several small villages, or alter the existing ones in CK. Any new NPC I add behave in a very creepy way: they mostly stand around, don't do the task their AI packages tells them to do and stare at my character, like their head tracking would only sensor the PC. Patrols work somewhat fine (although not always) but sandboxing is mostly broken. I have tried to tick off the "allow wandering" option, but it makes no difference.

Is there anything I can do about this? Is it a navmesh bug? Or again just because it's Skyrim?
