I fell like it ain't the time for playing neither of the two.
Requiem because still has invisible entities and a crash related to arrows when they are being used
Perma because it is new and 1) the descripotion have to be shrinked unless you wish to read the manual everyday 2) being a new mod means less compatiblity with mods 3) I've read of bug reports around, although I don't know if they were real or just the common tes nexus bad user telling [censored]
I have zero interest in Requiem. So Perkimus Maximus wins for me. Up until recently I used either Skyrim Redone or Combat Remastered, depending on the character I was playing. I imagine from now on it'll be a tie between Perkus Maximus and Combat Remastered.
i will Stick with skyre perma's patcher is pathetic takes good amount of time in patching and even after that doesnt patch half of the things correctly i tried it once after waiting for about 12 minutes found out in tes5edit lots and lots of mistakes i had to correct that mistakes manually and it took me 2 hours to actually do that then after some time i got tired of it and decided to stick with skyre
I don't know whether they changed it in the meantime, but I found being a battlemage (at least as I see it - heavy armor + weapons and spells) in the older versions of Requiem basically impossible, since the penalties for wearing armor were so big you couldn't hope to cast anything, and it took too long to get the perks which dealt with said penalties.
Perkus Maximus is da bomb...get it while you can!
Never been interested in these Perk changing mods at all, what do people find so appealing about them?

Ugh, I can never get Skyre-like mods to work with Immersive Armors and Immersive Weapons. Even with reproccers.
I don't think it's as bad as it used to be, but even with the first HA spellcasting perk (25 HA skill level) Bound Sword still costs around 220 magicka even with the Novice and Apprentice perks in Conjuration. Healing Aura is right around that area, too. The only thing I can cast is Circle of Strength, which costs 75 magicka while wearing Dwarven Armor+Helmet and Steel Plate Boots+Gauntlets.
It's not impossible, but it's probably not what one would call "fun." You probably need to dedicate every single boost to magic if you want to get a HA battlemage off the ground asap(an Altmer with the Mage Stone). Though that also presents the problem of leveling Heavy Armor to at least 25, which is really, really hard to do for an Altmer. (For the record, I'm running a Breton, which starts at 10 HA, too) I think it's interesting and challenging, but not necessarily "fun" for a lot of people.
Of course, from my experience mages are also very powerful in Requiem.
