A friend of mine has a problem with the quest "Blood on the ice". The quest just doesn't start. I tried to repair it with the creation kit, but the solution only worked on older save games.

Here is what I tried: I created a cell with an activator inside. I put a script on the activator, which sets the quest stage of the quest (MS11) to 1. So when the player enters the cell by "coc" and activates the activator, and then goes to Windhelm, the quest should work like the usual: The player meets the guard at the crime scene and the guard asks the player to investigate the murders and so on. If I do those steps by accessing the game by "coc" from the main menu, or use an older save game (one, where I haven't already been to Windhelm) it works fine. But when I use a newer save game, nothing happens.
