Holy crap!

I just picked up a Staff of Chain Lightning in a wizard cave. I starting using it and noticed something odd. Every enemy I attacked with the staff was staggered every time. That didn't seem right. I rushed to the wikis and sure enough, the Staff of Chain Lightning has the permanent stagger effect built in, no perk required!

My staff and shield wizard just found a new favorite toy!

Is this a random item or something that can always be found in a certain location?

I figure it's to make up for the fact that a Staff of Thunderbolts (as in, a staff that actually uses the Thunderbolt spell and not Lightning Bolt) is nonexistent for some bizarre reason.
