This appears consistent with my Skyrim INI qwert. As for the issue where all of the ini is grouped on one line, I believe that it has been that way since 1.9 came out, if not longer. If you are concerned about your inis, rename the Skyrim and SkyrimPrefs ini, run the launcher and let it generate new ones, and compare (Notepad++ is perfect for this).

I think i just really messed up...i got worried my ini was messed up and thats why ive been having problems lately so ive heard of people verifying integrity of game cache so thats what i did and it said something bout 12 files not being validated and is in the process of downloading the validated files i quess..is that gonna totally hose my game?

Well, I would say that your game is not hosed, 4 of those files being reacquired would probably be the official DLC and Update.esm, if you've cleaned them with Tes5Edit that is, so you'd have to re-clean them after the download is done. The other 8 being reacquired would definitely be a good thing, you may have had a corrupted file (or files) somewhere. Like my last post, after the download is done, I would recommend you rename the Skyrim and SkyrimPrefs inis in your Documents/My Games/Skyrim folder, run the launcher and generate new ones.

If in doubt, backup your ini (i.e. remove it from the folder), and let the game generate a new one on startup.
