Fallout 3 GOTY Edition will not run in Windows 7 64 bit for me. I have tried any and all fixes and nothing is working. I keep getting a message that keeps telling me it is not installed but it is. There is no PLAY button to press whatsoever.

Yeah, that is an issue with steam, not the game.
Go look in your directory and see if the game files are there. Try running the launcher from there?
