Has anyone encountered this, it seems that dragons has stopped spawning, not the dragons at the locations located on your map, but the ones that magically appear when you fast travel?

The last time I encountered this it had to do with mod conflicts.

Well I don't have it modded its xbox 360 skyrim legendary edition with of course latest patch?
