that dunmer-voice guy

i recalled skyrim gameplay trailer back in the day before it was released, there's a dunmer who stole a claw and ran to a tomb. his voice was similar to the dunmer male in morrowind. but then the game got released and he was gone, instead the dev put a nord guy in it.

then saint jiub came with the dawnguard exp., sounds similar to the dunmer of morrowind, but its only him that sounds that way.

so what's happened to the voice actor? why did the dev chose not to use him in the 11-11-11?

note: i've never played dragonborn, but from the youtube videos it's seem that his not coming back.

The devs did use him. It's a Dunmer who steals the claw, not a Nord - not sure why you think otherwise.

As shown http://www.uesp.net/wiki/Skyrim:Voice_Actors the VA involved, Keith Szarabajka, did a lot of voices in Skyrim, including Arvel. Further down that list Jeff Baker did the voice of Jiub - he also did the male Dunmer in Morrowind.

Sant jiub got a custom voice actor,the same guy who did the dunmer in morrowind

The original Skyrim Dunmer voice would have been fine if it wasn't for that stupid accent.
