An Alteration master most likely, if he (or she?) wasn't a locksmith, or thief. And probably a Dunmer judging by the name. There really isn't any lore on the possible person behind the name. The Imperial Library didn't have much but to say it was of the school of Alteration.
The name Ondusi only shows up on a scroll, yes? That would make it seem as if he, or she, is a magic-user if this Ondusi is the maker of the scrolls as well, the same if it is also a spell (I don't remember right off). A thief, I'm guessing, wouldn't want to so openly advertise his profession as having a spell named after him. A locksmith I could see having such a spell, just in case his tools don't prove sufficient.
Ondusi could also be the name of a legendary, mythical, or even fictional character from a story and the spell was named such by whoever actually created the spell/scroll because they liked the tale and wanted to honour the character. Maybe. Dunno, but I personally like this one. It could make an interesting legend-type story, there's a very rich tapestry to draw from.
