[REQ] Drunken brawls and giant raids

I have just realized a few things that is said to be present in the game, but we see no examples of it happening...

The first thing... The guards often say, "I mostly deal with petty thievery and drunken brawls," but we see no drunken brawls anywhere (except for one in Riften bar, though it's not exactly a "drunken" brawl). Would it be possible to add a few drunken guys in bars who would have random chance to brawl with each other? To prevent them from dying, they could be set as "Protected" so they would stop fighting after one of them is taken down. Or - even cooler - there will be scripts that trigger the guards to come and stop the fight.

And the second thing... in bounty quests we are assigned to do some giant-killing because the giants are said to be raiding nearby villages. But we never see any giants raid any villages (except if we're using Hearthfire... sometimes a few giants would come killing some cows). Now would it be possible to add giants actually raid small villages like Rorikstead and farms like Pelagia Farm? I'm not sure how would it be technically possible, but there are a few mods that add random bandit raids to major cities. http://www.nexusmods.com/skyrim/mods/18342/? and http://www.nexusmods.com/skyrim/mods/17622/?. So I assume it might be implementable too for giant raids.

Any thoughts? Is it technically possible?
