health regen delay

So, I've asked once or twice about this question before, but I'm very close to cracking this now.

So I've used many hardcoe mods in the last while, trying to find one that fit me best. A common theme was them getting rid of health regeneration. Now, I see where they are coming from, but I do think some health regen is okay so long as 1. it is slow, and 2. it is pretty much only for when you are resting.

So here's what I want: Any health regen that exists takes upwards of 12 hours (in game) to heal the PC completely. And that regen turns off for several hours any time the PC is in combat (preferably any time their health is reduced, but I can't figure out a simple way to do this).

So here's what I have so far:

A spell that applies a specific magic effect for a duration of one hour whenever "isincombat" returns a 1. That magic effect applies a perk with no conditions or effects.

------This first part works, as far as I can tell. I tested it by giving the perk an effect that added a spell to my magic menu.

There is a spell that applies the following magic effect:

I also have a magic effect: Constant effect casting type, value modifier archtype, heal rate as the actor value.

I have tried setting the Argonian Race's health regen to 0 while having the magic effect be positive with a magnitude of "0.01" and with the flag "no duration." I loaded up, fought the wolves near Riverwood, and there was no health regen, as I expected. I reloaded and added just the second spell that was supposed to modify heal rate via console. However, there was still no health regen after fighting the wolves.

I changed the Argonian's health regen to 0.001 and had the magic effect be detrimental with a magnitude of 1. I loaded up, did not add the spell via the console, and there was no health regen. I stood and waiting for hours in game, and there was no change.
